Pricing is key to how long homes stay on Hawaii market - Pacific Business News (Honolulu):
It doesn’t just affect whether a home will sell or not pricing can determine how long a house or condominiumm will sit onthe market, and whether a potential buyefr will be able to qualify for financing. Whiler it has always been important for a sellef to choose a price that buyerws would be willing to pay fora home, it has takemn on new meaning in a market with nearlty 30 percent fewer sales than the year before, wherwe many people saw investmentsz evaporate in the global financialo crisis, and where mortgage underwriters have resumed askingh detailed questions about a borrower’s finances after a long period of don’t ask, don’ft tell.
“It becomes critical now,” said Jack Leslein, principapl broker and owner of EastOahu Realty. “It’s just throughu the numbers that we see that things that arepricedc right, where the last sale was, get the Those who don’t are finding themselves in the positionb of dropping the price, often long after the property has gotten its firsgt flush of attention. “Twol years ago, something that wouled take 30 days to sell is taking six months said RealtorSylvianne Young, principall broker of Young Properties. “It’s the economy; peopld get scared.
” A four-bedroom house in Kaimukji with a legal ohanaw unit first went on the marke t in early September with an asking price of The price was droppedto $769,000 a month later, and then to $749,000 in November. Therew was one offer, but it was far below what the sellersz were willingto accept, Realtor Abe Lee said. A year ago, an ageng could list a home for a higher pricd to testthe waters, then drop the price if therwe was little activity in the first month on the “If you put one in now and you drop it down 30 days you miss the critical time of coming on the market and the immediatwe demand there for it,” Leslein said, notingg that agents and buyers are constantly scanning the Multiple Listing Service online for new “As a result, they’re seeing things righty as it comes available, and if you drop the prices a month later you’ve already lost he said.
When the market was goinfg up, pricing a home was often as simple as lookingt at the last sale and adding a certain amounton top. Real estate agent have had to go back to lookinh at the comparable sales in the same neighborhood orcondoi building, and really analyzing the recent sales data to come up with the rightg price, said Kay principal broker of Primarty Properties. And even that has become more especiallyfor appraisers, who are hired by lenders to assure them that the property is wortjh what it’s being sold for.
“We’re only requiredd to use threesalesd comparables, but we’re finding it necessary to include up to five or six now,” said appraisee Corey Okamura. “The number of transactiond is lower now, so it’s harder to find comparables that are recordex in the last month or two According tothe year-end statistics from the , therse were 26 percent fewer closed saleas of single-family homes on Oahu alone in 2008 than therre were in 2007. There were 28.5 perceny fewer condo units soldlast year. That’as almost 30 percent of the market gone, noted Scotgt Higashi, executive vice president of salesdfor .
That puts more pressurre on real estate agents to get their listingd noticed by a smaller number ofpotential “When there’s a smaller buyer pool, there’s fewert eyes on property, and when there’s fewer eyes on propert you have to do somethintg better,” he said. “Time is not goin to fix a listing that is overpriceds or perceived to be Buyers are in adiffereny position, Higashi said. Many of them are lookingt for a good deal some are even waiting for the bottomk of the marketto hit.

Mergers: Districts ponder joining forces - Phoenix Business Journal:
The Town of Tonawanda resident headedrthe 17-member board for sevenm years before stepping down in March. Yet he didn’ty retire. He continues to serve as WestermNew York’s regent, and he remains as outspoken as ever aboutf educational issues. One of his pet topicd is the sheer number of localschool systems. Therd are too many of them, he says, and theirt enrollments are generallytoo “Why do you need 28 school districtse in Erie County?” he “I’d like to see something like five districts in the county insteads of 28. I’d even like to start talkin g about a countywide school like they have in North Carolinaz and a fewother states.
” Bennett’z stand is buttressed by a report releasedc last December by the State Commission on Property Tax “New York State has too many school the report says flatly. It suggests that districts with fewefthan 1,000 students should be required to merg e with adjacent systems, and districts with enrollments betweenh 1,000 and 2,000 should be encouragedf to follow suit. Such proposalws hit home in WesternNew York, where 66 of the region’sa 98 school districts have enrollments below including 38 with fewer than 1,000 studentss from kindergarten through 12th grade.
The hear of this issue is a mattetr of benefits andcostas -- pitting the perceived advantages of combininbg two or more districts against the potential loss of local control and Advocates maintain that mergers allow consolidated districts to be more construct better schools and offer a wider rangre of challenging courses. “It’s not only a financial issue. To me, it’z a matter of says Bennett.
“If you had a regionap high school, maybe serving seven or eight ofthe districts, it would give kids the opportunity to work with each otheer -- and to have the best of the But opponents contend that mergers bring more longer bus rides for students and diminutiobn of local pride. “In this community, the worlde revolves around this school,” says Thomas Schmidt, superintendenrt of the 478-pupil Sherman Central Schooo District inChautauqua County. “Itf the school went away, Sherman, N.Y., would lose a great deal of its School consolidation has been a emotional issue fora century.
The state was crosshatchedd by 10,565 districts in 1910, many of them centererd on one-room schoolhouses. A push for greater efficiency reduce that numberto 6,400 by the outbreako of World War II, then swiftly down to 1,300 by 1960. New York now has 698 districts. Statewid enrollment works out to 2,540 pupils per district, which fall s 25 percent below the national averageof 3,400, according to the State Commissiojn on Property Tax The gap is even larger in Western New which had 104 districts when Busines First began rating schools in 1992. Mergerw have since reduced that number to 98school systems. They educat e an average of 2,268 students, 33 percent below the U.S.
A comprehensive effort to push regional enrollmentg up to the national average would require the elimination of 33 Western New York That process wouldbe complicated, messy, rancorous -- and extremely unlikely. There is no shortage of candidates for tobe sure. Business Firstg easily came up with 13 hypothetical most of them based on standards proposed inlast December’as report. These unions would involve districts from all eight for a summary of thesee 13potential consolidations. It should be stressede that this listis fantasy, not State officials lack the power to force districtzs to consolidate. Initiative must be taken at thelocao level, which happens infrequently.
Only one prospective merger in Westerjn New York has currently reached an advanced stage of Brocton and Fredonia began consolidation talkdlast year, eventually commissioning a feasibility study at the beginnintg of winter. If they decide later this year that a mergetrmakes sense, voters in both districts would be givejn their say in a referendum.

Education funding still falls short despite federal stimulus infusion - San Antonio Business Journal:
That was the sentiment of an eight-member panel of training and government experts gathered by the Souty Florida Business Journal to examine howthe $787 billion federal stimulus package is impacting the region’s educatioj and workforce training sectors. The panel marked the thirds in theBusiness Journal’s ongoing stimuluse series, aimed at tracking and analyzingg the flow of money from the Americanb Recovery and Reinvestment Act into Southn Florida. Florida’s Legislature was the only one nationalluy to request a federal waivefr that allowed it to take money from educatiob and replace it with stimulus dollars while othet states used stimulus dollars to augmentrthe budget.
The situation concerned paneliststatwe Sen. Eleanor Sobel. “We are not startinh at the starting line. The schoopl district in Broward County and thosew throughout the state are startinfg behind thestarting line,” Sobel said. “They have had problems for years and they are all Veteran educatorRobert Parks, a member of the Browardx County School Board, said, “Many of the largse urban districts in the nation are afraix of one thing, which is basically a bait and switch with those dollars.” What’s even more worrisome to some expertd is that the stimulus money will eventuallty run out.
“I’m really concerned abouy in three years; what’s going to happen?” said José president of ’s North Campus. “This is a Band-Aid.” He said the college’sw operating budget was cut $22 millioh while the stimulus money wasonly $13 million. Parkds said Broward County’s school systek has cut $1.4 billion from its constructiobn budget in addition to furloughing 700 teachers and51 “We’ve closed all of our school officea for the summer. We don’t have summer school Parks said. would have been looking at cutting its budget byaboutt $30 million without $12 milliohn in stimulus funds, said Dorothy K.
Russell, the university’s associater VP for financial affairs andbudgef director. The university cut 30 positionsand “had we not had the stimulu dollars it could have been much more severe.” Georgs Hanbury, executive VP and COO of , said the $1.3 billionh in stimulus funds given to the state relievefd pressure on the Legislature to further reduce suppor for Florida Resident Access Grants (FRAG), a key source of money for students, but he pointed out that the grants used to be $3,00o a year for students and are now The amount is important to students, who find enrollment caps at statew universities and turn to NSU and other privatd institutions.

FAU is gettinhg about $12 million in direct infusion from the federapstimulus package, but the university also is seekingf money from the for labs and Russell said.

TECO Energy outlook remains strong - St. Louis Business Journal:
billion in debt held by and subsidiariesand Co. The ratingb is supported by the underlyiny strengthof TECO’s regulated electric and gas utilit y subsidiary, from which it derives stable cash distributionss to meet its funding requirements, Fitchb said a release. Tampqa Electric continues to post strongcredit metrics, it maintainds solid operating performance and it benefitsd from Florida’s constructive regulatory environment, Fitchh said. Fitch is concerned, however, about slowing customer growth atTampa Electric. But the companh has responded to slower growth by postponinh projects to increaseelectric capacity.
Another concer for Fitch is cash flow deterioratiohn atTECO (NYSE: TE) Guatemala because of the adverse rate order in 2008, unplannedx outages at the San Jose plant, uncertainty over the extension of a purchased powerf agreement, and the potential for deferre d or renegotiated contracts because of declining market prices, higherr production costs and slumpint demand for coal. TECO Coal and TECO Guatemala provide roughly 20 percentr of theparent company’s consolidated earningse before interest, taxes, depreciatio and amortization, Fitch Credit ratios at Tampa Electridc should benefit from higher base rates in 2009 and 2010 as a resulyt of a $138 million rate order approved in March, Fitc said.
In addition, an affiliate waterborne transportation agreement that reducedTamps Electric’s annual net incomew by $10 million in prior years is expiring. Fitchj expects coverage ratios to remain relatively strong with funds from operationzs coverage at nearly five time sin 2009. TECO Coal is expected to benefit from higherd priced contracts signedin 2008. However, soft coal demanrd and higher mining production costas at TECO Coal raise the risks ofcontractual non-performance by counter-partiexs and pressured margins. Diverse regulatory ordere and operating issues at the Guatemalan operationas will result in dividend distributions that are lower than historic levels.
TECO's liquidity positiomn is considered strong, Fitch said. Cash and cash equivalents were $34.9 million and available credit facilitiedswere $530 million as of Marchh 31. Liquidity was enhanced by a netoperating loss-taxz carry forward of $547.5 million as of Dec. 31, whichh is expected to result in minimal cash tax paymentsthrouggh 2012. In addition, TECO'd $100 million note maturing in 2010 is expectedc to be retired withinternal cash.
Positive rating action could resul t in the future from consolidated leverage ratio reduction in 2010 and higherf cash flows from a full year of higher base ratesw in 2010 and effectivecost
